HELP BAN HORSE SLAUGHTER IN CANADA & BEYOND

Canadians are horrified to see some countries eat dogs & cats, yet in Canada, in a largely unknown business, beloved horses are being tortured and killed for their meat for human consumption – INCLUDING pet horses.

Every year, thousands of horses in Canada are flown overseas for slaughter — including to Japan.  The way in which they are transported in no way resembes how show, race or other sport horses are shipped.

These long-haul flights are legally permitted to last up to 28 hours, but evidence shows that this limit is often exceeded.

Horses — large draft breeds — are crammed into wooden shipping crates with no access to food, water, or veterinary care for the duration of transport.

Documented cases show horses arriving injured, collapsing on landing, or dying en route.

In 2023, Liberal MP Tim Louis introduced Bill C-355 to ban the live export of horses from Canada for the purpose of slaughter.

The bill passed the House of Commons with the support of every Liberal, New Democratic Party, and Green Party Member of Parliament, and without the support of a single Conservative or Bloc Québécois MP.

Despite passing Parliament, the bill stalled in the Senate and ultimately died when the federal election was called in April 2025.

During Senate consideration, repeated procedural delays — including those led by Senator Rob Black — were used to run out the clock on the bill.

As a result, the barbaric live export of horses from Canada for slaughter continues today.

We are grateful to Senator Pierre Dalphond for championing Bill C-355 in the Senate. His dedication to protecting horses in Canada is deeply appreciated — and we urge Senator Dalphond to reintroduce similar legislation.

BUT THIS IS A TWO-PART FIGHT

Horses are also slaughtered domestically in Canada — including pets, workhorses, racehorses, rodeo horses, sport horses, and horses imported from the United States.

Unlike traditional food animals, horses in Canada and the United States are routinely treated throughout their lives with medications such as phenylbutazone (“bute”), dewormers, and other drugs that are toxic to humans and explicitly prohibited from the human food chain.

These toxic to humans substances are commonly administered without any lifetime tracking system or withdrawal framework suitable for food safety.

And despite less than 1 percent of horse carcasses being tested in Canada for toxic drugs — recalls of horsemeat occur.

ARE YOU EATING HORSE MEAT WITHOUT KNOWING?

A study funded by the Canadian Food Inspection Agency (CFIA) and conducted at the University of Guelph found that horse meat has entered the Canadian food supply mislabeled as other meats — and the CFIA stated it was not surprised by the findings.

With food prices and cost-of-living pressures rising, it is difficult to believe that food fraud will disappear without stronger oversight and an end to horse slaughter altogether.

Korean Air and All Nippon Airways (ANA) have facilitated the air transport of live horses from Canada to slaughter in Japan. Through cargo operations associated with these airlines, heavy draft horses are shipped on long flights to Japan before being fattened and killed for meat.

We are calling on both airlines to end their role in this trade — and until they do, we are calling for a boycott of Korean Air and All Nippon Airways – both airlines offer passenger flights originating in Canada and the USA.

If you’d like to understand exactly why this boycott matters — and what these flights involve — we’ve laid it out clearly below.

WHAT MOST CANADIANS & AMERICANS DON’T REALIZE…

Most Canadians do not realize that horses are not only slaughtered within Canada — they are also exported live by air for slaughter overseas. Japan is the primary destination.

The horses shipped from Canada for slaughter are heavy, muscular draft horses — including Belgians, Percherons, and draft crosses — bred for showing, driving competitions, farm and carriage work, and sale into Amish and Mennonite communities as working horses.

For years, the public was told these horses were purpose-bred for meat. But in an interview with the publication, ‘Ontario Farmer’, Kevin Wilson — widely described as the largest facilitator of these exports — referred to many of them as “surplus” horses.

That word ‘surplus’ matters.

Because horses not originally raised within a meat production system are not managed under strict food-animal drug protocols. They are treated as horses — with wormers, anti-inflammatories, and phenylbutazone (“bute”), medications clearly labeled as not permitted for animals entering the human food chain.

When those same horses are later deemed “surplus” and redirected into the export pipeline, they carry treatment histories that were never intended for meat production.

AND THEN THERE IS HOW THEY ARE TRANSPORTED

The way these horses are shipped bears no resemblance to the care given to race or sport horse traveling within Canada or internationally for competition or sale.

Performance horses travel in individual metal air stalls, fitted with protective gear, accompanied by dedicated grooms, monitored throughout the journey, and provided regular food and water.

Draft horses bound for slaughter are loaded three or four at a time into wooden crates and transported as cargo.

From the time they leave the feedlot for the airport, through loading, flight, unloading, and transfer after landing in Japan, they are not provided food or water.

Canadian regulations permit horses to be transported for up to 28 hours without feed, water, or rest — and flight schedules and delays can push transport times to, and many times beyond, that limit.

This is not what humane transport looks like.

THE AIRLINES INVOLVED

Two of the airlines that have facilitated these shipments are Korean Air and All Nippon Airways (ANA).

These are not obscure freight operators. They are major international passenger airlines with recognizable brands and loyal customers.

All Nippon Airways operates direct passenger flights from Vancouver to Tokyo and serves major U.S. cities including Los Angeles, San Francisco, Seattle, Chicago, Houston, and New York.

Korean Air operates passenger routes from Vancouver and Toronto to Seoul and flies extensively from U.S. hubs such as Los Angeles, San Francisco, Seattle, Dallas, Chicago, New York, Atlanta, and Honolulu.

These are airlines families use for vacations, business trips, and visits with loved ones.

Most passengers have no idea that the same corporate entities have facilitated the transport of live horses from Canada to slaughter in Japan.

But once we know, we have a choice.

Airlines respond to revenue and reputation. When customers speak clearly — and when enough customers choose differently — companies listen.

WHAT CAN YOU DO?

We are calling on Korean Air and All Nippon Airways to end their role in transporting horses from Canada to slaughter. Until that happens, we are asking travelers to book with other airlines and to make it known why.

If you are planning travel to Asia, choose an airline that does not participate in this trade.

If you care about animal welfare, share this information and start the conversation.

If you want policy to change, lend your voice to the growing call for transparency and humane reform.

Ending live horse exports from Canada will require public pressure, political will, and corporate accountability.

That pressure begins with informed consumers.

And it grows when people decide that convenience will no longer outweigh conscience.

I am writing as a concerned traveler regarding Korean Air’s role in transporting live horses from Canada to slaughter in Japan.

Public records and documented flight tracking have shown that heavy draft horses — including Belgians, Percherons, and draft crosses — are being exported by air from Canada for slaughter.

These long-haul shipments expose horses to extended confinement, food and water deprivation permitted under transport regulations, and significant welfare risks.

While cargo operations may be handled separately from passenger services, Korean Air is a single corporate brand in the eyes of the public. Many customers would be deeply troubled to learn that an airline they trust for international travel has been involved in facilitating this trade.

I respectfully urge Korean Air to publicly commit to ending any involvement in the live export of horses from Canada for slaughter.

Since 2013, about 40,000 live horses have been flown to Japan from airports in western Canada. Under Canadian regulations, the journey can stretch up to 28 hours, during which the animals are allowed to go without food, water or rest.

The multimillion-pound global trade in fresh horsemeat to Japan is dominated by Canada and France. The little-known sector has burst into public view in Canada in recent years, fuelled by footage captured by campaigners of the near-weekly flights.

The footage prompted one vet, Judith Samson-French, to travel to the Calgary airport three times to see for herself what was happening. “As a veterinarian, I did not like what I saw,” she said. “These horses have not been trained nor conditioned for this kind of transport.”

She watched as the horses were loaded, in groups of three or four, into wooden crates that leave just the top of the animal visible. “You hear them in the crates,” said Samson-French. “There’s a lot of kicking going on there.”

At times, the horses appeared to be too tall to comfortably fit into the crates, she said. “These are big horses,” she added. “It’s absolutely impossible for a horse to lay down in those crates.”

She worried that the crating of horses, combined with the animals’ high centre of gravity, could prove dangerous on a plane.

Many Canadians and Americans do not realize that even though horse slaughter is currently not allowed in the United States, horses from both countries are slaughtered in Canada for human consumption.

Additionally, since 2012 draft horses have been shipped by air from Canada to Japan to be slaughtered for consumption, including for sushi.

The Canadian Meat Council, a member of the *Canadian Agri-Food Trade Alliance (CAFTA) coalition worked on a **deal with the Canadian Government and Japan to eliminate tarriffs on the export of horses from Canada to Japan for slaughter.

Since that time individuals and organizations including the Canadian Horse Defence Coalition(CHDC) have been lobbying the Canadian government to stop the shipment of live horses for slaughter to Japan.

CHDC issued the first press release on the subject of live horse exports to Japan for slaughter in 2012, and were quick to point out how shipping horses live to Japan is economically feasible, because the CFIA is turning a blind eye to their own shipping regulations…

“Footage taken of Alberta horses being shipped live to Japan for slaughgter shows that the Canadian Food Inspection Agency (CFIA) is violating their own standards set forth in the Health of Animals Regulations.  The regulations prohibit the transportation of all animals under conditions that would expose the animals to undue injury or suffering.”

 

 

More recently CHDC sued the Canadian Food Inspection Agency, which is a Canadian Federal Government agency for blatantly ignoring international shipping regulations.

So again, like many others, you may be wondering how shipping horses by air to Japan could possibly be economically feasible. 

 

Eliminating tariffs helped keep costs down. In addition, kill buyers and producers get away with keeping horses in crowded, wet, dirty, cold, feedlots without adequate shelter, including in winter — and we all know how cold Canadian winters can be.   Horses are transported in crowded trailers to the airport.

 

Then because the Canadian Food Inspection Agency turns a blind eye, horses are shipped by air to Japan in flimsy, wooden crates, with as many as possible crammed into each crate.  (Shipping regulations allow for one draft horse per crate, but that regulation is consistently ignored.)

 

When shipping by air, horses are denied basic nutrition and water, pushing the limit to what the horses can tolerate.  Horses destined for slaughter travel to Japan without the watchful eye of a trained equine specialist.  After all, that would mean an added expense.

*The Canadian Agri-Food Trade Alliance (CAFTA) is a coalition of national and regional organizations that support a more open and fair international trading environment for agriculture and agri-food. The  agreement known as the Canada-Japan Economic Partnership seeks to reduce  and in some cases eliminated the non-tariff and tariff barriers that  limits trade between the two nations.

CAFTA seeks expanded market access in Japan through the removal of import tariffs and non-tariff trade barriers.

CAFTA supports Canada’s participation in the EPA and believes it will  significantly contributes to the growth and competitiveness of the  agricultural sector.”

American horses are routinely exported to Mexico and to Canada to be slaughtered.

Horses raised in Canada, including pet horses and discarded race horses, are slaughtered in Canada and horses are also shipped live from Canada to Japan to be slaughtered there.

The Canadian Horse Defence Coaltion is currently suing the Canadian Food Inspection Agency for blatantly ignorning international shipping regulations and allowing horses to be shipped in conditions that are inhumane.
