BAN HORSE SLAUGHTER

IN CANADA & BEYOND FOR HUMAN CONSUMPTION OR ANY PURPOSE

Thursday, April 18, 2024 – STEP 3 COMPLETED. 3 STEPS TO GO.

PROPOSED BILL TO BAN LIVE EXPORT OF HORSES TO SLAUGHTER

If passed Bill C-355… prohibits the export by air from Canada of live horses for the purpose of being slaughtered or fattened for slaughter and — again, IF passed — it will make changes to related amendments to certain Acts.

WHY BILL C-355?

Horse slaughter for human consumption is legal within Canada and currently, two plants, one in Alberta and another in Quebec are slaughtering horses for that purpose.

In addition, Canada allows for the transportation of live horses to other countries including Japan to be slaughtered for human consumption.

Bill C-355 – if passed – would ban the inhumane transportation of horses destined by air to Japan (and other markets) for slaughter.

The transportation by air for the purposes of slaughter in no way resembles the way sport, show, race and pet horses are carefully transported.

P.S.  As you listen to Conservative and Bloc Quebecois Members of Parliament argue in Parliament against the need to ban the inhumane live export of horses to Japan and other markets for the purpose of slaughter — please keep the video above and the following videos in mind.

THE NATIONAL

CTV W5 EXPOSE

Recently rumours were flying that Bill C-355 had passed, but those rumours were based on a misinterpretation of information posted on social media.  Unfortunately, many did not slow down to read and fully understand the process.

It’s important to note that there are SIX steps to the process and Bill C-355 is currently on step 3.

EVERY step of the way your input and help is desperately needed and again AS OF APRIL 2024 the bill is only part way through the process.

FIRST READING OF THE BILL

On September 19, 2023, Tim Louis, Liberal MP for Kitchener-Conestoga announced the introduction of a private member’s bill,  Bill C-355 AKA the Prohibition of the Export of Horses by Air for Slaughter Act.

THANK YOU MP LEWIS.

From the bottom of our hearts we also want to thank Leah Taylor Roy, Liberal MP for Aurora – Oak Ridges – Richmond Hill  for her efforts in bringing this Private Member’s Bill forward.

NOTE:  Please keep reading to learn how YOUR help is needed to make sure this bill passes.

SECOND READING OF THE BILL

Traditionally, Parliamentarians will debate the principle of a bill and then vote to decide if a bill should be studied further.

01/31/2024: AN IMPORTANT MILESTONE

A very important vote on Bill C-355 took place on January 31st, 2024.  The result?

Thanks to Liberal, NDP & Green MPs the bill passed an important stage and it now goes to the Standing Committee on Agriculture and Agri-Food.

You can click here to see the voting results.

We think it is important to note that Prime Minister Trudeau and every Liberal who voted, voted in favour of the bill, as did NDP  and Green MPs.

PLEASE NOTE NOT A SINGLE Conservative or Bloc Quebecois MP voted in favour of banning the inhumane live export of horses for the purpose of slaughter.

CONGRATULATIONS & THANK YOU to all who called, wrote and or visited with their Members of Parliament.

PARLIAMENTARY COMMITTEE

FEBRUARY through APRIL 2024:

Bill C-355 is now before a Parliamentary Committee (Standing Committee on Agriculture and Agri-Food), which will study it, in-depth, and will hold public hearings to hear views and may make changes to the bill.

The first discussion – February 13, 2024 was recorded and is provided for you in video form below.

Members of the AG Committee are listed here with their contact information.

It’s especially important to reach out to your Member of Parliament if they are on the committee – or not – especially if they are Conservative or Bloc Quebecois.

Don’t know who your MP is?  Click here.  Please keep writing and phoning, and make your views known.

FIRST SESSION

Minutes of the meeting start over 1/2 down this link

We were NOT surprised that producers of meat, especially beef in Canada are opposed to this bill even though it has NOTHING to do with the export of any other species than horses and it has nothing to do with the slaughter of horses or other animals within Canada.

On the list — Equestrian Canada and Spruce Meadows — BOTH oppose Bill C-355.

Oh, and if you are like us, there will be more than one section in the video above where you will want to scream.  We not only wanted to, we did.

This video is 45-minutes  but we’re including short snippets HERE.

SECOND SESSION

FEB. 29, 2024:

The second session was almost 2 hours long.  Once again there were parts where we wanted to scream because points were raised and presented as if they were facts – that we know are not.

However in this session, several heroes emerged, those who came prepared with facts and figures to defend the need to end the barbaric practice of shipping horses to Japan  – or any other market – to be slaughtered or fattened for the purpose of slaughter.

[Transcript here.]

THIRD SESSION

MARCH 21, 2024:

There were a few challengs in the early stages of this meeting with the webcast.  At first you will be able to hear but not see the session. [Transcript here.]

FOURTH SESSION

APRIL 9, 2024:

Four witnesses during the session today.  We’ll add the transcript as soon as it becomes available.  We should note there is a section where MP John Barlow brings up another topic – the Carbon Tax – it would be easy to think that the meeting is at the point over but it is NOT.  Keep watching and listening.

STEP 3 COMPLETED – CONGRATS ADVOCATES
THREE STEPS TO GO…
WE NEED TO KEEP THE PRESSURE ON
PLEASE SEE THE CALL TO ACTION BELOW.

P.S. If you are worried about calling because you think you don't know enough to explain your reasons why, you can always call after hours and leave a message.  Phoning is powerful.

REPORT STAGE

When a Committee has finished its study, it reports the bill back to the Chamber. During the report stage, Parliamentarians can also make amendments to a bill.

THIRD READING OF THE BILL

The bill is then subject to a final debate and vote.

THE OTHER CHAMBER

If the bill passes the vote, it is then sent to the other Chamber, where it goes through the same process.  (Yes, we know, you want both these bills pushed through now. We do too.)

GOVERNOR GENERAL FOR ROYAL ASSENT

Once a bill has been passed in the same form by both Chambers, it goes to the Governor General for Royal Assent and then becomes Canadian law.

The law becomes enforceable once it comes into force. Laws can come into force in the following ways:

  • when they receive Royal Assent;
  • on a day or days specified in the Act; and
  • on a day or days set by the Governor in Council (the Governor General, on the advice of the federal Cabinet).

AMERICAN?

Please help Canadian advocates by sharing information about the two bills above — Canadians and Americans can work together to bring an end to horse slaughter in Canada – and a permanent ban within the USA and a ban to the exporting of horses from Canada and the USA for slaughter.

Bill C-355 and Bill S-270 are specifically for Canadians BUT…

As of May 2023 there is a new version of the SAFE ACT that Americans can help facilitate the passing of.

The Safe Act is designed to ban the export of horses from the USA to Canada and Mexico – or to any other country – for slaughter BUT to be passed massive action on the part of Americans is needed – NOW.
