HELP BAN HORSE SLAUGHTER IN CANADA & BEYOND

Canadians are horrified to see some countries eat dogs & cats, yet in Canada, in a largely unknown business, beloved horses are being tortured and killed for their meat for human consumption – INCLUDING pet horses.

Every year, thousands of horses in Canada are flown overseas for slaughter — including to Japan.  The way in which they are transported in no way resembes how show, race or other sport horses are shipped.

These long-haul flights are legally permitted to last up to 28 hours, but evidence shows that this limit is often exceeded.

Horses — large draft breeds — are crammed into wooden shipping crates with no access to food, water, or veterinary care for the duration of transport.

Documented cases show horses arriving injured, collapsing on landing, or dying en route.

In 2023, Liberal MP Tim Louis introduced Bill C-355 to ban the live export of horses from Canada for the purpose of slaughter.

The bill passed the House of Commons with the support of every Liberal, New Democratic Party, and Green Party Member of Parliament, and without the support of a single Conservative or Bloc Québécois MP.

Despite passing Parliament, the bill stalled in the Senate and ultimately died when the federal election was called in April 2025.

During Senate consideration, repeated procedural delays — including those led by Senator Rob Black — were used to run out the clock on the bill.

As a result, the barbaric live export of horses from Canada for slaughter continues today.

We are grateful to Senator Pierre Dalphond for championing Bill C-355 in the Senate. His dedication to protecting horses in Canada is deeply appreciated — and we urge Senator Dalphond to reintroduce similar legislation.

BUT THIS IS A TWO-PART FIGHT

Horses are also slaughtered domestically in Canada — including pets, workhorses, racehorses, rodeo horses, sport horses, and horses imported from the United States.

Unlike traditional food animals, horses in Canada and the United States are routinely treated throughout their lives with medications such as phenylbutazone (“bute”), dewormers, and other drugs that are toxic to humans and explicitly prohibited from the human food chain.

These toxic to humans substances are commonly administered without any lifetime tracking system or withdrawal framework suitable for food safety.

And despite less than 1 percent of horse carcasses being tested in Canada for toxic drugs — recalls of horsemeat occur.

ARE YOU EATING HORSE MEAT WITHOUT KNOWING?

A study funded by the Canadian Food Inspection Agency (CFIA) and conducted at the University of Guelph found that horse meat has entered the Canadian food supply mislabeled as other meats — and the CFIA stated it was not surprised by the findings.

With food prices and cost-of-living pressures rising, it is difficult to believe that food fraud will disappear without stronger oversight and an end to horse slaughter altogether.

Korean Air and All Nippon Airways (ANA) have facilitated the air transport of live horses from Canada to slaughter in Japan. Through cargo operations associated with these airlines, heavy draft horses are shipped on long flights to Japan before being fattened and killed for meat.

We are calling on both airlines to end their role in this trade — and until they do, we are calling for a boycott of Korean Air and All Nippon Airways – both airlines offer passenger flights originating in Canada and the USA.

If you’d like to understand exactly why this boycott matters — and what these flights involve — we’ve laid it out clearly below.

WHAT MOST CANADIANS & AMERICANS DON’T REALIZE…

Most Canadians do not realize that horses are not only slaughtered within Canada — they are also exported live by air for slaughter overseas. Japan is the primary destination.

The horses shipped from Canada for slaughter are heavy, muscular draft horses — including Belgians, Percherons, and draft crosses — bred for showing, driving competitions, farm and carriage work, and sale into Amish and Mennonite communities as working horses.

For years, the public was told these horses were purpose-bred for meat. But in an interview with the publication, ‘Ontario Farmer’, Kevin Wilson — widely described as the largest facilitator of these exports — referred to many of them as “surplus” horses.

That word ‘surplus’ matters.

Because horses not originally raised within a meat production system are not managed under strict food-animal drug protocols. They are treated as horses — with wormers, anti-inflammatories, and phenylbutazone (“bute”), medications clearly labeled as not permitted for animals entering the human food chain.

When those same horses are later deemed “surplus” and redirected into the export pipeline, they carry treatment histories that were never intended for meat production.

AND THEN THERE IS HOW THEY ARE TRANSPORTED

The way these horses are shipped bears no resemblance to the care given to race or sport horse traveling within Canada or internationally for competition or sale.

Performance horses travel in individual metal air stalls, fitted with protective gear, accompanied by dedicated grooms, monitored throughout the journey, and provided regular food and water.

Draft horses bound for slaughter are loaded three or four at a time into wooden crates and transported as cargo.

From the time they leave the feedlot for the airport, through loading, flight, unloading, and transfer after landing in Japan, they are not provided food or water.

Canadian regulations permit horses to be transported for up to 28 hours without feed, water, or rest — and flight schedules and delays can push transport times to, and many times beyond, that limit.

This is not what humane transport looks like.

THE AIRLINES INVOLVED

Two of the airlines that have facilitated these shipments are Korean Air and All Nippon Airways (ANA).

These are not obscure freight operators. They are major international passenger airlines with recognizable brands and loyal customers.

All Nippon Airways operates direct passenger flights from Vancouver to Tokyo and serves major U.S. cities including Los Angeles, San Francisco, Seattle, Chicago, Houston, and New York.

Korean Air operates passenger routes from Vancouver and Toronto to Seoul and flies extensively from U.S. hubs such as Los Angeles, San Francisco, Seattle, Dallas, Chicago, New York, Atlanta, and Honolulu.

These are airlines families use for vacations, business trips, and visits with loved ones.

Most passengers have no idea that the same corporate entities have facilitated the transport of live horses from Canada to slaughter in Japan.

But once we know, we have a choice.

Airlines respond to revenue and reputation. When customers speak clearly — and when enough customers choose differently — companies listen.

WHAT CAN YOU DO?

We are calling on Korean Air and All Nippon Airways to end their role in transporting horses from Canada to slaughter. Until that happens, we are asking travelers to book with other airlines and to make it known why.

If you are planning travel to Asia, choose an airline that does not participate in this trade.

If you care about animal welfare, share this information and start the conversation.

If you want policy to change, lend your voice to the growing call for transparency and humane reform.

Ending live horse exports from Canada will require public pressure, political will, and corporate accountability.

That pressure begins with informed consumers.

And it grows when people decide that convenience will no longer outweigh conscience.

I am writing as a concerned traveler regarding Korean Air’s role in transporting live horses from Canada to slaughter in Japan.

Public records and documented flight tracking have shown that heavy draft horses — including Belgians, Percherons, and draft crosses — are being exported by air from Canada for slaughter.

These long-haul shipments expose horses to extended confinement, food and water deprivation permitted under transport regulations, and significant welfare risks.

While cargo operations may be handled separately from passenger services, Korean Air is a single corporate brand in the eyes of the public. Many customers would be deeply troubled to learn that an airline they trust for international travel has been involved in facilitating this trade.

I respectfully urge Korean Air to publicly commit to ending any involvement in the live export of horses from Canada for slaughter.

Until such a commitment is made, I will be choosing other airlines for international travel and encouraging others to do the same.

Every year, thousands of Canadian horses are subjected to harrowing journeys when they are tightly packed into wooden crates and flown to countries like Japan, where they are slaughtered for consumption as a raw delicacy. These flights, which can legally last up to 28 hours, often violate legal time limits for transport without food, water, or rest.

Horses endure immense physical and emotional stress, with inadequate space increasing the likelihood of injuries, collapses, and even deaths during transit.

Investigations by Animal Justice and Japan’s Life Investigation Agency have revealed the shocking realities of this practice. Evidence shows that flights frequently exceed legal time limits, and new records from the Government of Japan expose a higher rate of horse fatalities, injuries, and illnesses than Canadian reports acknowledge. This cruelty has drawn widespread condemnation from Canadians across all political affiliations.

Multiple e-petitions including one with over 77,000 signatures have been tabled in the House of Commons, reflecting the strong public demand for an end to this practice. Bill C-355 represents a narrowly focused and practical measure, targeting only the export of live horses for slaughter by air.

It does not impact the horse racing industry or the shipment of horses for other sporting purposes, or shows or personal use, all of which adhere to much higher standards of care when shipping. Furthermore, as a stand-alone bill, it cannot be amended in ways that would compromise its intent, eliminating concerns about potential overreach into other sectors.

Canada’s government pledged to ban the export of live horses for slaughter in 2021, and MP Tim Louis introduced Bill C-355 in 2023 to fulfill this promise. While the bill has successfully passed the House of Commons, it faces delays in the Senate. These delays risk perpetuating unnecessary suffering for countless horses and undermining Canada’s commitment to humane treatment of animals.

Supporting Bill C-355 affirms Canada’s dedication to compassion, empathy, and justice. It sends a clear message that we prioritize the welfare of our animals and align our policies with the values of the Canadian people. I implore you to vote in favour of this bill and advocate for its expeditious passage through the Senate.

Have YOU ever wondered who is behind exporting horses from Canada to Japan for slaughter for human consumption?

For years, we’ve been told that horses shipped to Japan for slaughter were “purpose-bred.”

But according to the publication ‘Ontario Farmer’, Kevin Wilson described Japan as “a great export market, adding value to farmers for Canada’s surplus horses.”

This distinction matters because it undermines a common justification for the trade.

If these are “surplus” horses, then they are NOT purpose-bred meat animals at all.

They are horses from other sectors — horses routinely treated with equine medications such as wormers and phenylbutazone (BUTE), drugs that are not permitted in animals raised for human consumption.

According to an article from Ontario Farmer magazine titled: HORSES STILL HEAD TO JAPAN (Print Edition) Tuesday, Aug 30, 2022 Page: B13 | Section: Livestock

“Kevin Wilson’s diversified farming operation at Vankleek Hill [Ontario, Canada] facilitates the majority of these exports.”

The article goes on to say: 

“Thinly sliced horse meat, called basashi, is a sought after product in Japan and is a great export market, adding value to farmers for Canada’s surplus horses, he [Kevin Wilson] said.”

SO WHO IS KEVIN WILSON?

You may be surprised to learn that according to Facebook, Twitter and YouTube accounts and various articles in the press,  Kevin Wilson not only breeds and raises Percherons, his farm business owns 300 Percherons and he shows Percherons at fairs and events in Canada and the USA.

Are you shocked that someone who shows horses would facilitate the shipment of horses to slaughter?

With the caption…

“Something special about a girl and her horse”.

We found that an interesting quote from someone who ships his “surplus horses” to Japan by air to be slaughtered for human consumption.

A LITTLE BACKGROUND ON KEVIN WILSON

From an article titled “Busy, successful show season for Wilson Farms Percherons” published by THE REVIEW . CA

“A full schedule of horse shows and agricultural fairs is back across Canada and the United States this year, and that has meant a busy, successful show season for Percheron draught horses from Wilson Farms of Vankleek Hill.

Draught horses have been in our blood for the last three to four generations,” says Kevin Wilson, who co-owns and operates Wilson Farms with his father, Ian Wilson. The main business of Wilson Farms is grain storage and elevation, and they also have beef cattle.

According to Kevin Wilson, the farm has around 300 Percheron draught horses, mostly being raised in Indiana, Ohio, and Missouri. Out of those 300, 11 geldings are used for shows across Canada and the United States. Many of the horses are raised for purchase by Amish farmers in the Midwestern US.”

Further down the article goes on to state:

“So far in 2022, Wilson horses have consistently been in the top five in their classes at draught horse shows locally and in the United States. At the TLA Classic Show in Topeka, Indiana, they placed fourth out of 16 entries in the Classic Series Cart Class, third out of seven teams in the Percheron Six Horse Hitch, first out of 16 teams in the Junior Cart Class, and second out of five teams in Percheron Pair Class.”

Okay, so if you are not aware, in addition to the slaughter of horses being legal and happening within Canada, Canada allows for the live transport of horses to other countries for the purpose of slaughter.

Make no mistake about it, the way in which these horses are transported in no way, shape or form resembles the way show and sport horses are transported.

IATA & CFIA REGULATIONS REGULARLY BROKEN

Watching and reading the continued Second Reading of Bill C-355 in the Senate it certainly appears that the Bill will go to Committee.  Sadly, it also appears the Chair of that committee, Senator Rob Black is opposed to the Bill passing.

The Honourable Robert Black has extensive experience in the rural, agricultural, and leadership sectors. He currently serves as Chair of the Senate Standing Committee on Agriculture and Forestry.

New evidence has come to light since Senator Black first questioned the validity of Bill C-355 during the first session of the second reading in the Senate.

Perhaps we can change his perspective.

Before we get into the new evidence it may also be important to note…

Senator Black has been photographed several times with Kevin Wilson [including here].

According to Ontario Farming magazine, “Kevin Wilson’s diversified farming operation in Vankleek Hill, Ontario, handles the majority of these exports.”

(“These exports” refers specifically to horses exported from Canada to Japan for slaughter or to be fattened for slaughter for human consumption).

We will continue to contact Senator Black’s office, even though requests for a response have gone unanswered.

BACKGROUND/UPDATE BILL C-355

Bill C-355 – a bill to ban the export of horses from Canada for the purpose of slaughter by air or to be fattened for slaughter passed through Parliament and is now in the hands of Canada’s Senators.

Senators are appointed by the Governor General at the suggestion of the Prime Minister and serve until they choose to retire — or until they reach the age of 75.

Currently, there are Senators in the Canadian Senate serving because of three different Prime Ministers including Conservative PM Harper.

Bill C-355 was “read” in the Senate on Tuesday, May 21, 2024.

The Second Reading and first real discussion about the bill in the Senate happened on Tuesday, May 28, 2024, before the summer recess.

The Second Reading continued on November 7 and November 21, 2024.

SENATOR BLACK’S DEBATE POINTS:

Hon. Robert Black (to Senator Dalphond): Thank you. Honourable colleague, according to the Canadian Food Inspection Agency, there have been only five horse deaths related to air shipments to Japan since 2013.

Approximately 47,000 horses have been transported during that period, with the mortality rate therefore being 0.011%.

New documentation proves otherwise…

Again, perhaps we can change Senator Black’s perspective.

To meet Japan’s requirements, horses must be born and raised in Canada or have been kept in Canada for at least six months prior to the start of pre-export isolation, and all horses exported to Japan require several vaccinations and blood tests.

The horses are also required to be isolated from animals that are not being exported.

The animal disease history of the premises where the horses are kept must also be known and be kept with the animal.

Horse health is monitored every step of the way and is of the utmost priority for industry and government alike.

Senator, are you aware that there have been no reported fatalities or injuries related to horse air transport, according to your government?  [Sadly that turns out NOT to be the case.] 

Again, Senator Black is mistaken on several counts.

Draft horses destined for slaughter in Japan are trucked in all seasons, so in extreme heat and cold,  from feedlots in western Canada and from Ontario to the Winnipeg and Edmonton airports.

Once at the airport the way in which horses are transported by air for the purpose of slaughter in no way shape or form resembles how show or sport horses are carefully transported.

Horses destined for slaughter are crammed 3 to 4 to a wooden crate – designed for 1 horse — and transported for over 24 hours without food, water, vet care or rest.  Flights are NOT direct which means horses must navigate multiple take offs and landings.

A recent investigation by Animal Justice and Japan-based Life Investigation Agency (LIA) shows that most shipments exceed the 28-hour legal limit, leaving horses to endure “unimaginable and prolonged suffering”.

Keep in mind that allowed 28-hour limit is time in the air without food or water or vet care and does NOT include time on the ground while being shipped or waiting to be loaded or unloaded at the airport, either in either Canada — and in this case — Japan.

Since this debate, other facts have come to light.

An investigation by Animal Justice in Canada and Japan-based Life Investigation Agency (LIA) shows that horses shipped to Japan are becoming injured, developing illnesses, and even dying during and in the hours and days after transport.

Between June 2023 and May 2024 alone, at least 21 horses died as a result of the conditions of transport to Japan. In Senator Black’s defence, none of these injuries, illnesses, or deaths were reported to Canadian officials.

Senator Dalphond: Thank you for the question, Senator Black.

As you said, you referred to statistics.

Statistics show there is not a high number, but there’s some death.

There’s also a certain number of injuries to horses.

The point of this bill is to stop a practice which brings a lot of stress, distress and harmful consequences to live horses that can be avoided by shipping horsemeat.

This bill is not meant to kill the horsemeat business.

It’s meant to make sure that we don’t expose horses to travel that starts at the breeder’s place and ends up in Japan 24 hours later, with no feed, no water and no looking after these horses during that whole period. That’s the issue here.

Do we want to continue that practice? We receive about $5,000 to $6,000 for each of these horses. Is that the price we’re ready to pay to preserve $5,000 for the breeder? That’s the issue.

Senator Black: Have you been to any airports, colleague, to see how well horses exported to Japan are treated? If so, what did you see? If not, how can you say they are ill-treated and mistreated if you haven’t seen them?

Really?

Maybe it’s time for Senator Black to watch the expose on the shipping of horses to slaughter by air produced by W5.

It might be eye-opening for Senator Black to listen to recent testimony from the Standing Committee on Agriculture and Agri-food – before the bill passed through Parliament.

Or perhaps what a representative from the horse racing industry in Canada has to say about how other horses are transported with FAR more care.

Senator Dalphond: I’m sure you will think it’s a “woke” answer to tell you to look at some of the videos that you can find on websites.

You will see them at the airport in Winnipeg; you will see how they are treated in other airports.

You will hear from some of the people who testified before the Agriculture Committee in the other place.

I’m sure our committee — most likely it will be the Agriculture Committee — and you, Senator Black, will be asking all the proper questions of witnesses.

Senator Black: Are you aware that rather than 18 months to get the current horses through the system it is actually closer to 48 months, based on the gestation period of horses that are bred today for this purpose?

Of course as advocates for horses in Canada know not all the horses shipped by air to be slaughtered for human consumption are “purpose-bred”.  

According to an Ontario Farmer Magazine article Kevin Wilson, a stakeholder and Percheron breeder who competes in horse shows and has lobbied for this barbaric practice to continue stated:

“Japan…” “is a great export market, adding value to farmers for Canada’s surplus horses…”

Note, Kevin Wilson states SURPLUS horses.  

Does the fact that some think an 18-month transition period being allowed before this barbaric practice is potentially banned is not long enough, make it okay to keep subjecting horses to these inhumane shipments?  Our board thinks it is far too generous.

Senator Dalphond replies:

Yes, I’m aware of that. However, 18 months is a long period of transition.

There’s a market for these horses. It depends.

Some breeders just send one to Japan out of a larger lot. The rest are sent for horsemeat. Others are being used for other purposes. Yes, it will have to change.

We send between 2,000 and 2,500 per year, except three years ago, when it was 1,700.

It’s not a huge quantity of horses, sir.

I’m sure there’s space in the market to have them shipped to other parts.

As I said in my speech, horsemeat as a trade represents twice as much in value to export.

It’s not the same type of horses that end up in horsemeat. They are normally very young horses.

There are other ways for those who don’t want to have them sent to a slaughterhouse in Japan but to a slaughterhouse in Canada where it’s legal to slaughter horses.

Senator Black continues with this question:

Colleague, are you aware that horses have the amazing ability to sleep standing up? They don’t have to sleep lying down. I’d like to correct some of the misinformation that you shared with us earlier.

Research indicates that while horses can achieve light sleep while standing, they need to lie down to enter Rapid Eye Movement (REM) sleep, which is crucial for their overall health and brain function. The stay apparatus in a horse’s limbs allows them to lock their legs and rest without collapsing, a behaviour developed as a survival mechanism to remain alert to predators. However, REM sleep requires full muscle relaxation, something that only happens when a horse is lying down.

On average, horses need about 30 minutes to 2 hours of REM sleep every 24 hours, which they usually obtain in short bursts.

Factors like social dynamics, inadequate space, or physical discomfort can prevent them from lying down and achieving necessary REM sleep. Prolonged deprivation of REM sleep can lead to symptoms such as fatigue, irritability, and even collapse from exhaustion.

Ensuring a safe, comfortable, and secure environment helps horses fulfill their need for lying-down sleep, reducing the risk of sleep deprivation and its negative consequences. We would also like to state how important it is that horses get the appropriate amount of water and the consequences if they don’t.

Although Percherons and Belgians are more frequently shipped by air to slaughter than for example Clydesdales (made famous by Budweiser), the Budweiser Clydesdales drink approximately 30 gallons of water per day.  The breeds shipped are at least as large as a Clydesdale — if not 200 pounds heavier…

Yet, horses shipped to slaughter are denied water during the flights which we know are allowed to be 28 hours – not including ground transport and time waiting and unloading on the ground – AND have routinely exceeded that.

Most people who have travelled with their horses to horse shows or competitions or other activities can attest to the fact that horses are notoriously hard to get to drink when away from home.  Horses often refuse to drink unfamiliar water sources, leading to rapid dehydration and or colic (severe intestinal pain).

At the very least dehydration causes muscle cramping, weakness and extreme fatigue.

Most who show or compete with our horses provide water at least every four hours while transporting and wet hay while on the road.

Horses being transported by air for the purpose of slaughter often travel long distances even before getting to the airport and then are often subjected to 28 hours – or longer – without food or water.
