AG MINISTER CAN END LIVE EXPORT

IS BILL C-355 DEAD & WHAT'S NEXT?

On January 6, 2025, Governor General Mary Simon granted Prime Minister Justin Trudeau’s request to prorogue Parliament until March 24, 2025.

Prorouging stops all parliamentary business; members of Parliament are sent home, no committees can sit, and bills that have not yet received royal assent are wiped off the slate, having to be reintroduced in the next session—EXCEPT for Private Members' Bills.

So that means because Bill C-355, a bill to ban the live export of horses by air from Canada for slaughter is a Private Members' Bill it still has a chance to move forward in the Senate.

The challenge is that the chairman of the Senate Agriculture Committee, Rob Black, is opposed to the Bill passing.  If he manages to get the committee to agree to any changes in the wording, the bill will go back to Members of Parliament—and with an election looming, Bill C-355 will be dead.

There is another way to ban live export of horses by air for the purpose of slaughter...

Of course, the initial expense of buying horses from First Nations (or kill buyers) so they are not shipped to slaughter is not the biggest nut to crack. Hay, feed, vetting, farrier, and other costs are needed in addition to funds to initially purchase horses to prevent them from being shipped to slaughter - or being left to languish in pens awaiting the same fate.

We always hate to ask but if you are able to help we would love to be able to fill each of the foster homes before these groups of horses are shipped.

Again, we can’t save them all but with your help we can save a total of 20!

January 6, 2025:

We continue to hear that Bouvry in Fort MacLeod has closed.

That rumour, a misinterpretation of a post by a well known and much respected by us group persists.  The main FEEDLOT – which is not adjacent to the plant  has been closed for many months now.

The plant continues to slaughter horses almost every week.

We know that the plant has been up for sale, several times we’ve heard that the plant has sold, or that “only one signature was needed for the deal to be done”.

Those rumours have persisted since late 2022, increasing dramatically since the end of 2023.

We do NOT think that the plant has sold and even if it has  – horses are being slaughtered – again – weekly.

WHAT WE DO KNOW… 

With very special thanks to a lawyer in Alberta who wishes to remain anonymous we do know that Bouvry initially plead not guilty to charges laid against them by the Canadian Food Inspection Agency.

Charges were laid July 17th, 2023 based on activities by Bouvry Exports Calgary, LTD, in 2021.

We describe the charges as animal cruelty and health food safety related.

Thanks to the same lawyer we know that the trial dates were set for January 6 to 17, 2025 in Fort MacLeod, Alberta.

But again – as far as we know – Bouvry appeared today, January 6th and will pay fines and surcharges of $17,000.

BOUVRY IS SLAUGHTERING HORSES

First, let’s start with the fact that the Bouvry slaughter plant in Alberta is STILL slaughtering horses.  (We know, we know – you may have heard otherwise.)

[On Dec. 12th we wrote…]

Most weeks Bouvry slaughters horses at least once per week and 2 weeks ago they had so many on the premises they ended up carrying over horses to kill last week.

And as of yesterday, Wednesday there were more horses at the plant. Thursday, today is the “normal” horse slaughter day.

WE CAN’T SAVE THEM ALL BUT WITH YOUR HELP…

Since 2010 we’ve purchased horses from kill buyers and First Nations – horses who were about to be shipped to slaughter.

When it comes to First Nations horses we are often offered very young horses who have been ripped from their mothers.  

This time, we have negotiated to purchase not just foals but mares and foals.

(There’s always the chance that the mares have been bred since giving birth to the foals still at their sides.)

We have amazing and proven foster homes lined up in British Columbia and Alberta.

Professional haulers have stepped forward to volunteer their time, expertise, and fuel—or are offering to haul for the cost of fuel.

Thankfully because of those who donate regularly – and those who have recently donated – we have SOME money set aside to purchase a few pairs of horses who otherwise will be shipped to slaughter.

If we can quickly raise more money we have room to foster a total of 18.

WHY IS THIS THE SEASON? 

Good question.  This is horse slaughter season for many reasons.

First horses that may be easy to keep in the summer when they can be turned out on pasture are more expensive to keep during the winter when they need hay and other feed – so some people choose to “dump” their horses rather than feed them through the winter.

In the case of some First Nations (in British Columbia), horses are often turned out on “Crown Land”, on government-managed “rangeland”.   “Livestock” must be removed from rangeland in the fall and rangeland managers start to put pressure on First Nations Bands to move their horses.

Rather than feed the horses through the winter – there is often pushback and some horses are simply left to fend for themselves despite the pressure to round them up.

Others are rounded up and kept through the winter and more than a few Bands round up and send a percentage of horses directly to slaughter.

WHY IS THERE CONTROVERSY SURROUNDING BUYING HORSES DESTINED FOR SLAUGHTER?

Okay, so we are fully aware that purchasing horses from kill buyers or directly from First Nations bands is controversial.  Some rescues, organizations and individuals are NOT in favour of doing so.

The common objection from those opposed is that when you buy horses from kill buyers - horses that are earmarked to be slaughtered for their meat - you are helping the kill buyer profit.

Our take is this...

Kill buyers are going to profit whether we buy a horse or horses from them, or not.

Kill buyers will sell the horses to the slaughter plant - either Bouvry in Alberta or Richelieu in Quebec - and kill buyers will profit from those sales.

The horses they sell for slaughter are going to go through the torture of being crammed in leg-breaking trucks, often in extreme temperatures and being transported to a slaughter plant -- and if they survive the trip -- they'll be slaughtered for their meat.

If we buy horses, they are spared that torture - and live.

Either way the kill buyer profits - that's why we negotiate the lowest prices we can and buy as many horses as we can.

We are often criticized as are those who have fostered horses with/for us.

THE MORE FOSTER HOMES WE HAVE THE MORE HORSES WE CAN SAVE

Right now we have 6 generous individuals, each with the space on their properties -  and in their hearts -  to take in a few horses each.

Adding a few more horses to a herd of any size, especially when hay prices in western Canada are at an all-time high - and winter will be here before we know it -  is a huge undertaking.

Add in the fact that as mentioned above, critics of buying horses from kill buyers can be brutal with their social media comments and we fully understand why potential foster providers are hesitant and why some choose to remain anonymous.

According to an article from Ontario Farmer magazine titled:

Kevin Wilson‘s diversified farming operation at Vankleek Hill [Ontario, Canada] facilitates the majority of these exports.”

By “these” exports the article means horses exported from Canada to Japan for the purpose of slaughter for human consumption.

The article goes on to say: 

“Thinly sliced horse meat, called basashi, is a sought after product in Japan and is a great export market, adding value to farmers for Canada’s surplus horses, he [Kevin Wilson] said.”

DID YOU GET THAT?  SURPLUS HORSES!

We found the use of the word “surplus” in the article from Ontario Farmer interesting.

For years we’ve been led to believe that horses shipped to Japan for slaughter were specifically bred for that purpose, yet according to the article Kevin Wilson stated…

“Japan…”  “is a great export market, adding value to farmers for Canada’s surplus horses…”

Could it be that at least some of the “surplus” horses were not purpose bred and that some of those shipped to Japan are treated with drugs typically used on horses – for example wormers and BUTE –  drugs known to be toxic to humans?

SO WHO IS KEVIN WILSON?

You may be surprised to learn that according to Facebook, Twitter and YouTube accounts and various articles in the press,  Kevin Wilson not only breeds and raises Percherons, his farm business owns 300 Percherons and he shows Percherons at fairs and events in Canada and the USA.

Are you shocked that someone who shows horses would facilitate the shipment of horses to slaughter?

With the caption…

“Something special about a girl and her horse”.

We found that an interesting quote from someone who ships his “surplus horses” to Japan by air to be slaughtered for human consumption.

“A full schedule of horse shows and agricultural fairs is back across Canada and the United States this year, and that has meant a busy, successful show season for Percheron draught horses from Wilson Farms of Vankleek Hill.

Draught horses have been in our blood for the last three to four generations,” says Kevin Wilson, who co-owns and operates Wilson Farms with his father, Ian Wilson. The main business of Wilson Farms is grain storage and elevation, and they also have beef cattle.

According to Kevin Wilson, the farm has around 300 Percheron draught horses, mostly being raised in Indiana, Ohio, and Missouri. Out of those 300, 11 geldings are used for shows across Canada and the United States. Many of the horses are raised for purchase by Amish farmers in the Midwestern US.”

“So far in 2022, Wilson horses have consistently been in the top five in their classes at draught horse shows locally and in the United States. At the TLA Classic Show in Topeka, Indiana, they placed fourth out of 16 entries in the Classic Series Cart Class, third out of seven teams in the Percheron Six Horse Hitch, first out of 16 teams in the Junior Cart Class, and second out of five teams in Percheron Pair Class.”

CTV W5 COVERAGE…

Okay, so if you are not aware, Canada allows for the live transport of horses to other countries for the purpose of slaughter.

Make no mistake about it, the way in which these horses are transported in no way shape or form resembles the way show and sporting horses are transported.

Horses are crammed in crates, often 3 or even 4 in crates designed for one horse – but don’t take our word for it – watch the full CTV W5 report here.

BELOW you will find a 2 minute video that includes a shipper freely admitting that regulations limiting the length of time horses can be in transport without food, water or veterinary care was recently broken  – with permission of the CFIA – the federal agency charged with protecting the safety of livestock being transported within and out of Canada.

UPDATE JAN. 18, 2025:  It’s been a challenging whirlwind but 16 horses have been saved, 2 placed in permanent homes which means we have room to save 4 more!

Of course, the initial expense of buying horses from First Nations (or kill buyers) so they are not shipped to slaughter is not the biggest nut to crack. Hay, feed, vetting, farrier, and other costs are needed in addition to funds to initially purchase horses to prevent them from being shipped to slaughter - or being left to languish in pens awaiting the same fate.

We always hate to ask but if you are able to help we would love to be able to fill each of the foster homes before these groups of horses are shipped.

Again, we can’t save them all but with your help we can save a total of 20!

 Recently on social media, we’ve noticed some advocates blaming Prime Minister Trudeau for the ongoing export of horses from Canada to Japan and other markets for the purpose of slaughter.

We are thankful that Prime Minister Trudeau and other Liberal MPs including MP Leah Taylor-Roy  brought forward Bill C-355 – a bill to ban the export of horses by air for the purpose of slaughter. (BILL C-355 DETAILS HERE.)

Actually, that’s an understatement. We can not adequately express our thanks to all who were instrumental in bringing the bill forward and all who advocated for it.  For example Jann Arden & EVERY single Liberal MP including PM Trudeau – every last one voted in favour of the bill to ban the export of horses for slaughter passing.

We are far less impressed with Conservatives who fought tooth and nail for this bill to NOT pass and who unanimously voted against it passing.

Despite the fight Conservatives put up the Bill is now in the hands of the Senate and will be discussed further and voted on this fall.

In the meantime, what can we each do?

Reach out to Senators, if you are a Canadian citizen, every Senator represents you.  SCROLL DOWN for a CALL TO ACTION.

You have the right to speak up and demand that they pay attention to what YOU want.

BILL C-355 IN THE HANDS OF CANADIAN SENATORS

Even though not a single member of the Conservative Party was willing to vote in favour of Bill C-355 -- and every step of the way Conservatives fought to block Bill C-355 - designed to ban the export of horses for slaughter...

The Liberal Party persisted and Bill C-355  has now passed through Parliament - it is out of the hands of the Prime Minister and Members of Parliament and it is in the hands of Canadian Senators.

Liberal MP Leah Taylor Roy is a driving force behind Bill C-355.  We love how she made use of the short time given her to set the record straight as to how pet, show, sport and race horses are shipped by air versus the inhumane conditions horses shipped to slaughter face.

During the committee hearings, Conservative MPs stated that how horses are shipped by air for the purpose of slaughter IS the same as how pet, show, sport and race horses are shipped by air.

Anyone who has watched the CTV W5 expose or any number of reports by major Canadian news agencies knows that is NOT the case. Horses shipped to slaughter are crammed in wooden crates which by regulations are “adequate” for one horse, yet large draft horses are often shipped 2 or 3 or even 4 per crate.

Regulations allow up to 28 hours without food, water or veterinary care. There have been numerous cases where air travel times have exceeded that including a recent case documented by CBC The National.  (Scroll down, we’ve included that 2 minute video below.)

On the other hand, horses shipped for purposes other than slaughter are shipped in padded stalls, with their legs wrapped and great care given to minimize travel time to the airport, while at the airport and in the air, and the same care is given when they land and are unloaded.

The statement that how horses are shipped to slaughter is the same as how other horses are transported is put to rest by expert testimony in the short video above.

Again, the care and individual attention paid to horses other than those being shipped to slaughter is explained in detail.

Thank you Liberal MP Leah Taylor Roy for being a driving force behind Private Member’s Bill C-355 and for your unwavering support for and defence of Bill C-355.

Every Liberal MP, Including MP Taylor Roy and every NDP and Green MP who voted in Parliament — voted in favour of Bill C-355 moving forward to committee.

On the other hand, every Conservative MP and every Bloq Q. MP who voted were in favour of the inhumane, barbaric shipping of horses by air from Canada to Japan – and other markets for the purpose of slaughter – continuing.

BACKGROUND…

You may not be aware but  in addition to allowing the slaughter of horses within Canada for human consumption — Canada allows for the live transport of horses to other countries for the purpose of slaughter.

Make no mistake about it, the way in which horses destined to be slaughtered are transported, in no way shape or form resembles the way pet, show, sport, including race horses are shipped by air.   

Great care is taken when horses NOT destined for slaughter are shipped.  Padded crates and padded leg wrappings are used, and great care is given as to who they travel with, that they are “buddied” with a companion they know.  They do NOT go as long with out food or water – and great care is taken during the trip to the airport, and while loading and unloading – and upon arrival as well.
