You are likely on this blog post because you have seen the video circulating on social media showing a dog being beaten and in clear distress. Two witnesses have since come forward to say the violence began before filming started and continued after it ended. This wasn’t a single moment taken out of context. It was ongoing.
We know it’s difficult to watch…
The incident was reported to Cornwall Police and assigned file number CW26006177.
Since then, the case has been handed over to Provincial Animal Welfare Services (AWS).
And while that might sound like progress, the reality is deeply concerning: the dog has been left in the same environment, in the care of the same individual seen in the video.
That doesn’t feel like protection.
Just as disturbing…
AWS can investigate and lay charges under provincial legislation, but AWS do NOT have the authority to pursue Criminal Code charges.
And based on what’s been shown — and what witnesses have described — this situation raises serious concerns about unnecessary suffering and harm that may meet that threshold for criminal charges.

To Whom It May Concern,
I am writing to urgently request two immediate actions in relation to the dog shown in the widely circulated video allegedly involving Alfred Fowler in Cornwall, Ontario, which shows a dog being beaten and in clear distress. Two witnesses have stated that the beating began before filming started and continued after filming stopped. The Cornwall Police Service incident number is CW26006177.
1. Remove the dog from his care immediately
2. Refer this matter for Criminal Code charges
According to publicly available information, Cornwall Police Service has passed this matter to Provincial Animal Welfare Services (AWS), and the dog has been left in the care of the same individual seen in the video. That is deeply concerning.
The video, together with witness statements, documents a dog in distress and at risk. This is not a minor welfare issue. It is a serious matter involving alleged violence toward an animal and an ongoing risk to that dog’s safety if he remains in the same environment.
If the evidence supports what is shown in the video and described by witnesses, this matter warrants review under sections 445.1(1)(a) and 446(1)(b) of the Criminal Code of Canada, which address causing unnecessary suffering and failing to provide adequate care to an animal.
Provincial Offences Act charges are not an adequate substitute where the circumstances meet the threshold for criminal prosecution.
I am therefore requesting that this case be treated with the seriousness it warrants:
– that the dog be removed from Alfred Fowler’s care immediately while the investigation continues; and
– that the matter be referred for assessment of Criminal Code charges, rather than being limited to provincial animal welfare enforcement alone.
The public should not be expected to witness evidence of a dog being beaten and then be told the animal can remain where the harm allegedly occurred. That is not accountability, and it does not protect the dog.
Please confirm that this matter is being reviewed for criminal prosecution and that immediate steps are being taken to ensure the dog’s safety.

Every year thousands of horses are routinely slaughtered in Canada, for human consumption, but you can help us ban horse slaughter in Canada and beyond.
Some of the meat is consumed in Canada, and much of it is shipped to the European Union, and other markets, including Japan.
This barbaric practice is currently not legal in the United States, so horses from the United States are shipped to Canada, and to Mexico, to be slaughtered.
In addition Canada allows for the transportation of live horses to Japan to be slaughtered for human consumption, and unfortunately the transportation of horses destined for slaughter within Canada, and by air to Japan for slaughter, is far from humane.
