American horses are still routinely shipped to either Mexico or Canada for slaughter, so there is still work to be done.
2023 UPDATE: For the time the inspection of horses being slaughtered in the USA is still not being funded by the US government. However, thousands of horses are still routinely shipped from the USA to Canada and Mexico for slaughter.
The horses exported from the USA to Canada and Mexico include pet horses, race horses, rodeo stock, and sport horses — horses of all types and all ages.
Horses are hauled in leg-breaking trailers for up to 3 days at a time without food, water or vet care and in extreme cold and heat.
Recently a push – AKA the SAFE ACT – to stop the export of horses from the USA to Canada and Mexico for slaughter failed but the act got further through the political system/process than previous attempts and rumour has it that as early as May of 2023 another version of the SAFE ACT may be launched.
You can learn more about the SAFE ACT here.

In addition Canada allows for the transportation of live horses to Japan, to be slaughtered for human consumption, and unfortunately the transportation of horses destined for slaughter within Canada, and by air, is far from humane.
ASPCA: “Horse Slaughter is NOT Euthanasia”
Last year, approximately 80,000 American horses were trucked over our borders (to Canada and Mexico) to be slaughtered for human consumption. Until this practice is banned and Congress passes a law against slaughter here in the U.S., no horse is safe. The term...
