FALL 2024: THANKS TO THE LIBERAL PARTY BILL C-355 HAS PASSED THROUGH 4 OF THE 6 STEPS REQUIRED

PROPOSED BILL TO BAN LIVE EXPORT OF HORSES TO SLAUGHTER  

If passed Bill C-355… prohibits the export by air from Canada of live horses for the purpose of being slaughtered or fattened for slaughter and — again, IF passed — it will make changes to related amendments to certain Acts.

We are grateful to Prime Minister Trudeau for his efforts to fulfill his election promise to ban the live export of horses by air for slaughter.

Thanks to the support of the Liberal, NDP, and Green Parties, a bill to end this barbaric and inhumane practice has a strong chance of passing in the fall of 2024. (NOTE: The Conservatives have opposed this bill at every stage.)

Passing any bill, including Bill C-355, involves six steps. (SCROLL DOWN FOR THE PROCESS.)

Four steps have been successfully completed.

The responsibility now lies with Canadian Senators, as it is out of the hands of PM Trudeau and any Member of Parliament.

It is important to note that not a single Conservative Party Member has voted in favor of Bill C-355 at any stage. Scroll down this page for documentation, including video proof, showing how Conservatives have fought against this bill.

We are going to say this again, EVERY single Conservative Member of Parliament tried to block Bill C-355.  Every Conservative was in favour of the live export of horses by air for the purpose of slaughter or fattening for slaughter continuing.

Step 5 as you will learn below — Bill C-355 must pass through the Senate.  The first reading of the bill in the Senate happened before the summer recess as did the beginning of the second reading.  The second reading continued this fall with questions from Senators opposing the bill running the clock out and the time allocated for debate expiring.

Listening carefully we suspect the bill will go to the Senate AG (Agriculture) Committee and that’s where things get tricky because the Chairman of the Committee, Senator Rob Black – based on his line of questioning to date –  is opposed to the bill.

The Liberal Party persisted and Bill C-355  has now passed through Parliament - it is out of the hands of the Prime Minister and Members of Parliament and it is in the hands of Canadian Senators.

Canada’s 105 senators are men and women of accomplishment and experience.

They are business people and scientists, judges and teachers, athletes, community leaders and senior civil servants who use their lifetimes of expertise to ensure Parliament acts in the best interests of Canadians.

Senators come from diverse ethnic, socio-economic and cultural backgrounds; they use the wisdom gleaned from their own experiences to give minorities a strong voice in Parliament.

Free to speak their minds (THEY ARE NOT ELECTED - they are appointed) and act on their consciences, senators play an essential role in Canada’s parliamentary democracy.

WHY BILL C-355?  

Horse slaughter for human consumption is legal within Canada and currently, two plants, one in Alberta and another in Quebec are slaughtering horses for that purpose.

In addition, Canada allows for the transportation of live horses to other countries including Japan to be slaughtered for human consumption.

Bill C-355 – if passed – would ban the inhumane transportation of horses destined by air to Japan (and other markets) for slaughter.

The transportation by air for the purposes of slaughter in no way resembles the way sport, show, race and pet horses are carefully transported.

01/31/2024: AN IMPORTANT MILESTONE

A very important vote on Bill C-355 took place on January 31st, 2024.  The result?

Thanks to Liberal, NDP & Green MPs the bill passed an important stage and it now goes to the Standing Committee on Agriculture and Agri-Food.

PLEASE NOTE NOT A SINGLE Conservative or Bloc Quebecois MP voted in favour of banning the inhumane live export of horses for the purpose of slaughter.

Bill C-355 is now before a Parliamentary Committee (Standing Committee on Agriculture and Agri-Food), which will study it, in-depth, and will hold public hearings to hear views and may make changes to the bill.

We were NOT surprised that producers of meat, especially beef in Canada are opposed to this bill even though it has NOTHING to do with the export of any other species than horses and it has nothing to do with the slaughter of horses or other animals within Canada.

On the list — Equestrian Canada and Spruce Meadows — BOTH opposed Bill C-355.

Oh, and if you are like us, there will be more than one section in the video above where you will want to scream.  We not only wanted to, we did.

SECOND SESSION 

FEB. 29, 2024:

The second session was almost 2 hours long.  Once again there were parts where we wanted to scream because points were raised and presented as if they were facts – that we know are not.

However in this session, several heroes emerged, those who came prepared with facts and figures to defend the need to end the barbaric practice of shipping horses to Japan  – or any other market – to be slaughtered or fattened for the purpose of slaughter.

Four witnesses during the session today.  We’ll add the transcript as soon as it becomes available.  We should note there is a section where MP John Barlow brings up another topic – the Carbon Tax – it would be easy to think that the meeting is at the point over but it is NOT.  Keep watching and listening.

When a Committee has finished its study, it reports the bill back to the Chamber. During the report stage, Parliamentarians can also make amendments to a bill.

GOVERNOR GENERAL FOR ROYAL ASSENT 

Once a bill has been passed in the same form by both Chambers, it goes to the Governor General for Royal Assent and then becomes Canadian law.

The law becomes enforceable once it comes into force. Laws can come into force in the following ways:

  • when they receive Royal Assent;
  • on a day or days specified in the Act; and
  • on a day or days set by the Governor in Council (the Governor General, on the advice of the federal Cabinet).
